The ministry said administrative reports had been issued against 79,618 passengers for fare evasion since January, including 10,535 violations recorded in July alone.
Offenders were penalized under Part 5 of Article 144 of the Code on Administrative Responsibility, which covers traveling without a valid ticket on trolleybuses, trams and urban or suburban buses. Each violator was fined one-tenth of the base calculation amount, or UZS 41,200.
As a result, total fines imposed since the start of the year have reached UZS 1.988 billion, including UZS 234.6 million collected in July.
The Ministry of Transport said regular inspection campaigns are being carried out to improve fare payment discipline, with targeted enforcement focused on bus routes where fare revenue has been declining.
According to the ministry, inspections were conducted on 17 bus routes in July and on 82 routes overall since the beginning of the year.
The ministry emphasized that the stable operation of the public transport system depends on fare revenue and urged passengers to pay for their journeys promptly and in accordance with the established rules. It said timely fare payments help ensure regular bus services, improve service quality and support the further development of public transport.
The latest figures show a sharp increase in enforcement compared with previous periods. More than 32,000 administrative reports were issued for fare evasion during the first quarter of this year.
The campaign against fare evasion began on March 14, 2025, when authorities started issuing fines to passengers traveling without valid tickets. By the end of that year, 22,500 fare evaders had been penalized.
Starting September 1, passengers boarding buses equipped with automated fare validators will be required to pay upon boarding using a transport card, bank card, smartphone or another contactless electronic payment method. Under a government resolution, passengers who fail to pay when boarding will automatically be considered to be traveling without a valid ticket.
