According to The Insider, two separate executive orders were signed on July 27 and published on Russia's official legal information portal. They relate to military-technical cooperation agreements with Kazakhstan and Uzbekistan, signed on December 24, 2013, and November 29, 2016, respectively.
The existing agreements regulate not only the sale of Russian military equipment to the two countries but also the reciprocal supply of military products. They cover weapons, military hardware, works and services, military-technical information, technologies, engineering documentation, as well as technical, technological and operational documentation.
The agreements also provide for the repair and modernization of military equipment, joint research and development projects, the establishment of joint production facilities, and the training of specialists.
Under both agreements, deliveries are carried out on the basis of contracts between authorized organizations. Imports and exports of military products require approval through lists endorsed by the relevant government authorities of the participating countries. The agreements allow weapons, components and related services to be supplied not only from Russia to Uzbekistan and Kazakhstan, but also in the opposite direction.
