The proposals were presented to President Shavkat Mirziyoyev during a meeting on the reorganization of the Cadastral Agency and measures to streamline the provision of cadastral services.
The discussion focused in part on efforts to combat violations related to land use. Officials noted that stricter administrative and criminal liability in recent years had helped strengthen land oversight.
At the same time, it was stressed that tougher penalties alone are not sufficient. The proposed changes seek to introduce mechanisms that encourage property owners to remedy violations voluntarily and comply with legal requirements rather than relying solely on fines.
Under the proposals, owners of residential buildings constructed without authorization before 2018 would no longer face administrative fines.
The government also plans to reduce penalties for people who voluntarily demolish unauthorized structures. In addition, property owners who fail to apply for registration of ownership rights on time for the first time would receive a warning instead of a fine.
President Mirziyoyev approved the proposals to optimize administrative liability in the land sector.
He also instructed relevant agencies to simplify procedures for providing cadastral services and reduce excessive fees associated with those services.
