Under the proposal, renovated facilities would be leased to private entrepreneurs for use in light aviation, skydiving and paragliding. Existing buildings at the sites could also be leased for training centers preparing aviation and tourism specialists.
The draft places particular emphasis on the development of light aviation. It proposes designating the Civil Aviation Agency as the state regulator with expanded powers to register and certify aircraft.
The document also envisages customs duty exemptions for entrepreneurs importing around 40 categories of equipment used in active tourism. Eligible items include all-terrain vehicles, buggies, motorhomes, jet skis, parachutes, paragliders and mountaineering equipment.
The proposed incentives would apply from January 1, 2027 to January 1, 2030. Beginning in 2027, infrastructure projects at active tourism sites could also be included in state development programs.
