The agency said the review found that construction work at many bus stops remains incomplete and that the required equipment has yet to be fully installed.

Under presidential resolutions, a total of 1,785 bus stops across Tashkent are to be modernized. To implement the project, the associated property complexes, including bus stops, land plots and related structures, were offered for lease through the E-auksion electronic trading platform.

The project terms required all reconstruction work and the installation of new standard bus shelters to be financed entirely by the winners of the electronic auctions.

Following auctions held in 2025–2026, Ewi Snacks LLC won the lease rights to land plots containing 266 bus stops and also undertook the construction of an additional 230 social bus stops. Lease agreements were subsequently signed with the company.

According to the approved implementation schedule, 120 bus stops were due to be commissioned in May and June this year, including 60 leased stops and 60 social bus stops.

"However, the inspection found that construction and installation work at many sites has not been completed, while the required equipment has not been fully installed. In addition, no commissioning certificates have been issued for any of the 120 bus stops scheduled to be put into operation," the agency said.

The Anti-Corruption Agency instructed the Tashkent city administration to ensure the timely and full implementation of obligations under the signed contracts and agreements, as well as to strengthen oversight of compliance with approved technical standards and the commissioning of completed facilities.

The agency also recommended changing the format of future auctions by offering bus stops as separate lots by district or other territorial units. It said the approach would increase competition and create opportunities for more businesses to participate in the project.

The Anti-Corruption Agency added that it will continue monitoring the situation and take further measures to address the shortcomings identified during the review.
